The Buffalo Common Council will be considering a request on Tuesday from the Central Terminal Restoration Corporation (CTRC) to be designated developer of City-owned properties located at 59 Memorial Drive and three vacant parcels located at 332 Curtiss Street, 111 Memorial Drive (owned by the DPW Engineering Department), and 55 Newton Street.

The current CTRC property at 495 Paderewski Drive is a 12.5-acre parcel consisting of the Main Terminal Building (1929) with the iconic tower, the five-story Mail & Baggage Building (1929), and the expansive 6.5 acre Historic Lawn. The City property at 59 Memorial Drive is a 16-acre parcel consisting of the former U.S. Post Office Building (1929), the Railway Express Building (1918), and several acres of open space that has been used as a snow dump.

In 2023, the CTRC and the Buffalo Office of Strategic Planning jointly selected the team of CB Emmanuel Realty LLC, The Alexander Company, and Rise Community Capital as the preferred development partner to advance the reuse of the Terminal Complex and the 59 Memorial Drive properties.
